Requires the vms:create permission.

Boots a microVM (default) or VM whose generated cloud-init clones repo_url@branch into /app, runs build_command, and runs start_command as a systemd service (EnvironmentFile /etc/interlaken/env from env_vars). Private repos clone with a token from the github connector (connector_id, or the tenant default). Returns the created VM — watch the build in the machine's Console tab.
